    The first swimsuits concealed the shape of the human body. Over the decades, attitudes relaxed regarding the public display of one's body shape. Designers could move away from conservative styles and promote those that revealed a body's physical attributes.


    1. I can understand the meaning of "attitudes relaxed regarding". What part of speech is "regarding" here?
    2. Can we use "have relaxed" here instead of "relaxed" ?

    1. It's a preposition.
    2. Yes. But in the context of the passages above, which form a narrative, it's better without the "have".
    I'm not a teacher of English, but I have spoken it for (almost) all of my life....

    I​prefer "have relaxed" in that context.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
