Nebraska has floods in some years, .......... .

1. in others drought
2. droughts are others
3. while other droughts
4. others in drought


The answer key says No.1 is the correct answer. But I think it would be incomplete sentence. Am I right?

...in others (it has) drought. The "it has" is understood, and does not need to be included.

I agree with Grumpy. But, isn't it crazy that we expect non-native speakers to know that "it has" is understood? :roll:

From the standpoint of parallelism, the first answer would be better as "drought(s) in others".
