[Grammar] What this/it means for Asia

Dear teachers

I am writing the headline for the an article. Would like to know if I should 1) capitalise "w" in what, and 2) use "this" or "it" (as below). Please advise.

US tapering – What/what this/it means for Asia?

The US Federal Reserve ("the Fed") took its first step towards unwinding the unprecedented monetary stimulus. Effective January 2014, the Fed will reduce the monthly asset purchase by US$10 billion to US$75 million.

I'd write it like this:

US tapering – what it means for Asia.

If you want to phrase it as a question:

US tapering – what does it mean for Asia?

A follow-up question. Why "it" is prefered to "this" here? Is that for grammatcial reason or other reasons? I would like to learn more about it.

"This" would also work.
