    Past Perfect Continuous

    Is the Past Perfect Coninuous used correctly in the following sentence:

    Due to unique geographical situation at crossroads of land and waterways between the Volga and the Don, which link Europe and Asia, the Volgograd Region had been playing and still plays an important role in the history of the Moscow Russia, the Russian Empire, the Soviet Union and the Russian Federation.

    Could you please correct mistakes, if any?
    If I were a native speaker of English, I would never shut up. :-)

    Please rewrite it paying attention to the correct use of articles.

    Without knowing what went before, I see no reason to use the past perfect continuous (nor is there any reason to capitalise the name of the tense).
