Question he ____ keep asking silly questions.

I'm really tired of Tom because he _________ keep asking silly questions. The word to be filled in the blank is "must", then is "will" right to be in the blank?

The natural phrasing is simply "he keeps asking."
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

"He will keep asking" is natural, too. Especially if said in an exasperated tone.

Yes, but more natural to me is "he keeps ON asking; What do you think?

Re: he ____ keep asking silly questions.

I think both forms are perfectly natural, at least in BrE.
