Since then, heightened awareness of the effects

Since then, heightened awareness of the effects cars and factories have on the environment has led to more concern about these gas concentrations.

Would you please elaborate on the structure (or the form) of the word "have" here? I can't understand the reference of this word or the subject of that. Is it something like relative clause? or what?

    Thanks

Cars and factories (together)have effects on the environment.
People have become more aware of these effects.
This awareness has led to more concern. (I'm not sure what "gas concentrations" means.)
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

"Have" is the verb in the shortened relative clause "that cars and factories have on the environment".

Don't we say "that have" is equal to "having" ? ( Or only we can say: That has= having?)

How do you suggest rewriting the sentence?
