Mayor's Office - Special Mayor's Office (Alcaldía Especial)

I am discussing on it in this other forum Link Rmoved - see post #2] and now I am not sure about which is the correct translation for "Alcaldía Especial".

Might you have a look at the thread in WordReference and give me your opinion?. Focusing mainly on the first post with the question about the correct term and expression to define "alcaldía" and "alcaldía especial"

    Thanks very much.

I am not sure how qualified any of us might be to comment on a discussion between two Spanish speaking persons. I am not at all qualified to do so.
