a marsupial, an animal must not carry its young

........... a marsupial, an animal must not carry its young, while in embryonic form, in a true placenta but rather in a pouch.

    1. Having been considered
    2. For being considered
    3. To be considered
    4. considering

I'm stuck between No.1 and 3. However, I think No.3 sounds more correct.
