given up travel as too expensive

This sounds awkward, does it mean "given up travel as (it is) too expensive" or "given up travel as too expensive a thing"?

32)Travel can be a lifesaver. The right vacation at the right time can energize your whole year. But in today's economy with airlines adding new fees almost daily and ticket prices sharply on the rise, many people have given up travel as too expensive....

They have given up travel because they can't afford it.

    Hello.

    Probably you meant "this sounds"

Keannu, it seems like something distracts you.
Please, correct all my mistakes. I should know English perfectly and if you show me my mistakes I will achieve my dream a little bit faster. A lot of thanks.

The construction is correct. There is an implied "being" after "as".
