Neither version of the question makes sense.

What is it you are trying to ask?

Because someone ask me a question about: Do you need to repair the Laptop?
And, I want to ask her another related question, so I express it in below means:

1). Does it need to be repair?
2). Is it need to be repair?

So, why you say these make no sense??

Does it need to be repaired?
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

'Does it need to do?' and 'Is it need to do?' do not make sense.

'Does it need to be repaired?' makes perfect sense, but 'Is it need to be repair?' does not.
