What does "at scale" mean in the following?

There will be failures and bankruptcies, because that is how the capitalist economy sorts and filters the ideas that can work at scale from those that cannot.

Is it similar to "on a large scale"?

I think that is probably what the author meant, but it is not a usage to be recommended or emulated.
