If "when", shouldn't there be "the time" before "when"? Is it right in grammar directly having "when" after the preposition "of" ?

Can the sentence beginning with "when" be used as the object sentence?

Yes, it is grammatical. "When I was in kindergarten" is a noun clause acting as the object of the preposition "of".
