"the file has been uploaded" or "the file is uploaded"?

A minute ago I uploaded a file, now I email someone about it, should I write "the file has been uploaded" or "the file is uploaded" or "the file was uploaded"?

They're all acceptable, but I don't know why you don't just write 'I have uploaded the file'.

In the context, the passive voice is needed.

A similar question: I damaged my bicycle recently, is it correct to say "my bicycle is damaged" to mean "damaged" is the present condition?
