    words ending wih -s

    headquarters, arms, goods, spoils, etc.

    1. are they singular or plural?

    2. is (a headquarters, a goods) correct?

    3. for verb agreement - do we write is/was ...?

    "Headquarters" can be plural or singular. See here: headquarters - definition of headquarters by the Free Online Dictionary, Thesaurus and Encyclopedia.

    The others are plural.
