    There is/are 5 tons

I've got a problem with answers to the questions with "there is/are".

    1.How much ice is there?
    There is 5 tons.
    or
    There are 5 tons.

    2. How much daylight is there in Sweden in summer?
There is up to 20 hours.
    or
There are up to 20 hours.

Either can work in either case, depending on focus. One can view "5 tons" or "20 Hours" as a singular unit or a multiple things.
