Is chilly used when the weather is colder than just being cold?

Dear all,
I remember learning many years ago that chilly is between cold and cool. However, my dictionary says chilly is used when the weather is "rather cold". If so, being chilly seems colder than just "being cold". Which do you think is colder, cold or chilly?

It's hard to be exact about these things- different people will use them in different ways. I wouldn't use chilly for extreme cold- it is moderate cold to me.

When it's chilly, you put on a your jacket.
When it's cold, you put on your wool coat and gloves.
