Who is/are? talking in the kitchen?

Peter: Who ___ talking in the kitchen?
    Ron: Vicky and Ben are.
    (A) is (B) are (C) am
The answer is A. Is option B also possible?
    I need native speakers' help.

I would use "is" in that construction.

I think feedback should be either Vicky and Ben or Vicky and Ben are talking, shouldn’t it be?

The first is OK, but so is the original. The second isn't very natural.
