    What does "recycle waste" and "recycle rubbish" mean?
    Have they got similar meanings ?

    Recycle mean "to use again". For example, waste paper is recycled if it is pulped after use and remade as paper or something else.
    Yes, they mean the same - something you have used and thrown out.

    PS: Well done in trying "What do/does X mean?!" Here, you need 'do', since you have plural subjects. "What do X and Y mean?"
