What is the difference in meaning of sentence 1 and 2?

1-Inasmuch as he has always been eager to improve, he is open to criticism.
2_Inasmuch as he is always eager to improve, he is open to criticism.

2_Inasmuch as he is always eager to improve, he is open to criticism. Now he is, and from this moment on he will be, eager to improve.
