    "in nature"

    Hi,


    What does mean "in nature" in the sentence below?:

    It had to be asked wether that action was purely commercial in nature or wether it was performed in the exercise of SODIGA's public or government functions.


    And also I would like to know the meaning of "in the exercise of".

    Was "Sodiga" performing as (acting for) the government? They presumably have some "government function." Were they acting as the gov't or were they acting purely as a private business?
