    Expression question 'steer clear of'?

    Then, after the steepest drop in the Argentine peso since the country’s economy collapsed over a decade ago, Mrs. Kirchner steered clear of the turmoil yet again, flying to Cuba for a summit meeting

    This is an exerpt from a news article, what does 'steered clear of the turmoil yet again' mean?

    And how does 'yet again' work here?
    Does this mean that 'she steered?' or 'she hasn't steered?' <---because of yet

    This is an exerpt excerpt from a news article, what does 'steered clear of the turmoil yet again' mean? Avoided another time. to steer clear of something is to move away from it. "I steered clear of the rocks on the road." If I had seen the rocks before, I could say "I steered clear of the rocks yet again (I had done this before).
