    the options that were available were

    pls tell :- the options that were available were/are. in this sentence can we use were twice or we have to put are at the end.

    It is absolutely OK to put "were" twice in that fragment.

    The options that were available were fruit juice, wine and water.

    Note that you can omit "that were" in that context, leaving "The options available were fruit juice, wine and water".

    Please see my corrections to your post. Remember to start every sentence with a capital letter, end every sentence with a single appropriate punctuation mark and to use full, standard English words ("pls" is not a word).
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
