[General] don't understand vs. not understanding

Hello! For example, we have a phrase: "I don't understand what youre talking about" which is correct. But the phrase: "I am not understanding what youre talking about" seems incorrect or not? Present Continious seems also suitable in this case! Thanks a lot in advance!

My Oxford dictionary reads "understand (not used in the progressive tenses)".

Not a teacher.

Using the present continuous is very common in Indian English. It is far less common in most other variants for many contexts. In BrE, we would generally only use "I don't understand".

It's possible to use the present continuous if you want to stress that it's temporary.
I understood everything you said about the prior topic, but I'm not understanding you right now. Can you try to explain this part another way?
