    would or could

    if our parents didn't have enough money we would not have been able to get proper education.

    if our parents didn't have enough money we could not have been able to get proper education.

    Which one of the sentences above are correct? and the reason for using it

    I'd say "would". You already have "have been able to" in your sentence.

    "If our parents hadn't had enough money we would not have been able to get proper education." This is a correct sentence. Neither of yours is correct.
