I need someone to help me with citing this source provided at the end of an article.

1. Selivanovskaya, S.Y, 2009. Production and Consumption Waste: Legal Regulation, Utilization, and Placement: A Textbook. Kazan: Kazan University Press, pp: 222.

I'm worried about the colon. This has been translated from Russian. Can I use the colon twice in the same title? Is there any way to make it better or is this fine?

Were there two colons in the title of the book in Russian? I am assuming, of course, that the colon is used in Russia!

Yes - I've translated the whole thing word for word. ;-)

If the colons were in the original title, I recommend that you put them in the translation of the title of the book.

The colons in "Kazan: Kazan Press, pp:222" looks rather unnatural and I'm not quite sure what it's supposed to mean.

I would cite that as:

1. Selivanovskaya, S.Y (2009.222), Production and Consumption Waste: Legal Regulation, Utilization, and Placement: A Textbook, Kazan: Kazan University Press

I use the colon after the place of publication.

I have assumed that your reference was to page 222.

That's the name of the city. That part is OK.
