    call out

    Could anyone please semplify to me in the following phrase? Does the phrasal verb "call out" here mean summon?

    The engineer’s potential liability was not only based on his duty to call out obviously dangerous conditions of which he was aware, but also on the engineer owing this duty to the owner in light of the impact on the schedule and progress of the work that resulted from safety-related accidents on the work site.

    No. Here, "call out", means to announce or warn. If you are guiding a ship it is your duty to call out when you see rocks or other dangerous items ahead of the ship.
