    "see no evil"

    Avoid the “see no evil” approach to construction administration. If the architect, his fi eld representatives, or consultants
    see or learn about dangerous conditions or activities, these must be reported immediately in writing to the responsible
    contractor, with copies of the notice to the owner and construction manager.



    I would like to thank every teacher who have patiently answered my questions and I would thank anyone who could help me with the underlined phrase.

    Charlie gave you a good link. In this use, this specifically refers to closing one's eyes to potentially dangerous situations.
