    not respected by most people

    1-That rule is not respected by most people.

    Can't this sentence mean two things:
    a-Most people do not respect that rule.
    b-It is not true that that rule is respected by most people. (In this case, it could be respected by fifty percent of the people.)

    I wouldn't read too much nuance into that sentence. In normal circumstances, the speaker/writer is simply opining that the majority of people do not respect/follow the rule. Practically speaking, it is doubtful that the speaker/writer is shaving things so close as to be thinking of a 50.1% versus 49.9% split.

    It might be disagreeing with an already mentioned view that the rule is respected by the majority.
