    Hi!
    The effects of affordable housing....in the rural areas will be discussed at the conference.
    A. Develops
    B. Developing
    C. Development
    D. Developed
    The key is C but I am wondering whether D is also correct.

    Only C works for me. The gap calls for a noun — not a verb.

    On that basis, we can make an argument for "The effects of affordable housing [which is] developing in the rural areas ...". It's not perfect and "... which is being developed" would be better but it's possible.

    Yet again, I don't think it's a fair test question.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
