    not a teacher

    A. Prices for domestic cars can run as high as 50 million Tumans.
    B. Prices for domestic cars can run so much as 50 million Tumans.

    A. is natural, B. is not.
"Prices for domestic cars can run to as much as 50 million Tumans", is fine.

Can run "to as much as" ?

    Yes.
Here is a similar example from the New York Times online.
"Estimates of the value to those crops run to as much as $200 billion annually."
