    assist in the use of if ever,ever, present perfect

    Kindly check wether the following sentences are properly written
    the use of ever and if ever
    "The uses of agencies of government have seldom if ever represent the ordinary men and women in the street". What does this phrase mean "if ever".
    is it proper to say="ever running"= can I say "always running"
    "This is beautiful place that I have ever been there=is this sentence written correctly=please explain the use of "ever"=can I use "at all time" insteat of "ever"
    present perfect;

    kindly also check whether the following is written properly.
    the use present perfect

    I had had the red BMW in 2009 before I bought POLO VW in 2011. I have been driving this polo since 2011.

    Before we try to deal with the content, please click the "Edit Post" button and fix the capitalisation and punctuation in your post, following the rules of written English:

    - Start every sentence with a capital letter.
    - End every sentence with a single, appropriate punctuation mark.
    - Always capitalise the word "I" and all proper nouns.

    Note the spelling of "whether".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
