    ... of which 9 were 'new issues of concern' raised in the 2020 financial year.

    Responding to Ms Lim's statement last night, the Ministry did not indicate if it would assist the town council, but said that the town council rated 13 issues of concern in making a disclaimer, of which 9 were 'new issues of concern' raised in the 2020 financial year.

    The above is from a local newspaper.

    Would it be OK if the bold part were replaced by '9 of which were new issues'?

    I believe Dave is well aware of what a fiscal year is. I believe he was making note that they are certainly planning ahead if it's really the 2020 fiscal year.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
