    He/you shall ...

    Do I understand right that borh of the two expressions
    'He shall send the letter!'
    'You shall send the letter!'
    in different context can comprise
    1) threat or the warning that 'he'/'you' will be compelled by the speaker to send the letter
    2) the assurance that 'he'/'you' will send the letter ?

    I don't think you are very likely to hear 'shall' used in either sense these days

    Outside of legal contexts, where it is used to impose an obligation.
