    how many men do we have to ...

    1-How many men do we have to finish this job?
    2-How many men do we have in order to finish this job?

    In which case:
    a-we are going to finish this job (by having them help us, or, indirectly, by 'using' them)
    and in which case:
    b-the men are going to finish this job?

    Grammatically speaking, what is the implied subject of 'to finish the this job'?

    I think that we are involved in some way, even if not working directly, so I'd go for a) in both cases.
