Here is a Proofreading & Correction question:
When the US built its industrial infrastructure, it didn't have the capital to do such.
The answer is "to do so", and I want to know why "to do that" does not work here.
I also want to know the difference between so, that, such, it when they refers to something mentioned above a context.

"Such" requires a noun. To do such a thing.
Grammatically "to do it" and "to do that" are both okay but are not as good stylistically.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
