    Is "his foreign policy shift to Asia" vague? Would "his foreign policy shift in focus to Asia" be better?

    Is "his foreign policy shift to Asia" vague? Would "his foreign policy shift in focus to Asia" be better?
    No. "To Asia" means a change in policy toward Asia from somewhere else, such as Russia.
