    Women aged under 18 are listed as one of the five priority groups to receive the product.

    In the above sentence, can I consider "women aged under 18" as one thing and replase "are" with "is"?

    You wrote "women" and as you know "women" is a plural from of "woman". Therefore you must use "are".

    Is it correct to use "is" when "A group of " is added?
