    How do I understand "waste policy" here?
    I've come across such collocations like
    Zero Waste Policy
    Nuclear Waste Policy
    low-level radioactive waste policy
    and so on...

    But "waste policy" on its own sounds strange, doesn't it?

    No, it's a policy on how they control waste.

    Context would tell you what they are talking about. Could be how they handle household and commercial garbage collection and disposal. Could be about sewers. Could be about how industry has to dispose of hazardous materials.
