    Maintain Nuclear Deterrent

    I read some sentence:

    "Putin has emphasised that Russia must maintain a strong nuclear deterrent, in part because of an anti-missile shield the United States is building in Europe which Moscow says could undermine its security."

    Dictionary seems to have two definitions for "maintain" that fit the example:


    1 : to cause (something) to exist or continue without changing
    2 : to keep (something) in good condition by making repairs, correcting problems, etc.

    Which definition should be used for the example?

    I would go with #1.
