Could you explain in details, what they want to say? or when it use (tense)? I first time see this (have will allow )

You are reading it incorrectly. It is [whatever phone plan you have] [will allow social networking].

So is there no need to any punctuation? or they didn't put it there? because lot of time I encounter with this kind of structure.

Punctuation is not correct there. You have a subject "whatever plan you have" and a verb phrase "will allow social networking."

You don't separate the subject from the verb with a comma or anything else.

You will see texts where people separate the subject from the verb by a comma in sentences like this- it's wrong, so don't copy them.
