    Go To/Through

I am looking at a the standard phrase "go to the trouble of" and its two common (but possibly nonstandard) variations "go to" and "go through":

1 "He went to the trouble of a lot of effort to finish the project."
2 "He went to a lot of effort to finish the project."
3 "He went through a lot of effort to finish the project."

Is 2 or 3 poorly written?
