    recreation of the technological research and development complex

    Hi, I feel the honoured teachers will blame me again for obscure English, but this is just an official report and I must read and understand it. Sorry. Help me please to understand what do they mean by "recreation of the technological research and development complex":
    "Short-term benefits—increased GDP, continued access to the Russian market, and a potential recreation of the technological research and development complex—seemed like a release from the obligations for modernization and standards set by the EU."

    I don't know where this quote comes from but I suspect that "recreation" here is intended to mean something like "re-making" or "reproduction as the original" from the verb to recreate, and not what you do when you're not working.

    Yes, but how could one re-create "the technological research and development complex" and what is that complex about?

    I am not a teacher.

    I have no idea what this is all about, but if there had once existed a "complex" (a facility composed of a group of buildings/laboratories) and they intend to build something similar, that would be re-creating "the technological research and development complex".
