    Red face Grammar Question!

    "They require that immigration be restricted by means of quatitative limits and quotas"

    I have a question regarding the use of "be+verd" form. It's been confusing me all the time when there is a sentence of "subject+be(infinitive)+verb".
    How does the meaning of the sentence change if I say "They require that immigration is restricted by means of quatitative limits and quotas"?

    There is no difference in meaning.

    In AmE, the subjunctive form (be restricted) is considered correct. The indicative form (is required) is considered an error by many.

    Both forms can be used in BrE. The present subjunctive is less used in BrE than in AmE.
