the providing of services

hi,
I have some questions.

1. Are "the providing of services" and "the provision of services" both correct?
2. What do you call this form of words that usually have -ion in them. eg. determine = determination.

I've just visited COCA (Corpus of Contemporary American English). I've found 21 citations for "providing of" and 2353 for "provision of".
I wouldn't go so far as to say "the providing of" is wrong, but "the provision of" seems to be far more common.
As for your second question, "determine" is a verb, and "determination" is a noun.
(Incidentally, "providing" in your example is called a 'gerund'.)
