And 3, and all "sentences" like 3 are not true sentences. Native speakers don't speak like this.

I agree. We frequently have to correct such interrogative + to- infinitive? questions asked by members in this forum.
Native speakers don't speak like this.
I don't agree.

While such fragments are not accepted as sentences in writing, except as titles, they are common in informal conversation, in my opinion.

They are not a feature of AusE. Maybe you'd hear this commonly in native English speakers from Hong Kong or Singapore.
If one is pondering or speaking to oneself, it's possible to say "Now ... what items to edit". I cannot imagine a situation where a phrase like this is actually used as a question to somebody. Can you provide a short dialogue illustrating its use in BrE?
