    help me find the meaning : first push up a hill

    what is the meaning of "the first push up a hill" in this sentence :

    in fact, however, an act of civil disobedience, like any move towards reform, is more like the first push up a hill.

    Start at the bottom of a hill. Try to push a large object, like a boulder, up the hill.

    No. The first push is the first push.

    Before that, you weren't doing anything to advance towards your goal.

    Civil disobedience is the first push towards reform.
