    In feudal Europe, urban areas developed from clusters of houses where peasants lived
    and from which they commuted to farmlands in the countryside,
    but in the American West homesteading policies required residency on the land itself in order to obtain eventual ownership.



    1) Does which refer to clusters?
    2) Does itself refer to residency?
    3) At first I really couldn't understand the part of brown , so afterwards I considered it for a long time.Can I understand it as the following?
    ... ... homesteading policies required residency on the land itself in order to make the dwellers obtain eventual ownership.

    1) "which" refers to (clusters of) houses.
    2) "itself" refers to the land.
    3) "in order that the residents could obtain eventual ownership".

    3)There is the word to in “... in order to ...” of the original sentence,
    so now can I understand the part marked brown as the following?
    "in order that the residents could have the qualification to obtain eventual ownership".


    From my innermost feelings I wouldn't discard the word to.

    You could say something like in order to qualify them for eventual ownership.
