    Expand To

    To "expand" something would change that something. So for the pattern "to expand X to Y", Y would have to be some variant of X. In the example:

    " 'Since Hearts for Hearts is in its infancy, my initial goal is that 1,000 books will be donated by Christmas,' Anna says, admitting she hopes to expand the program to a year-round basis. "

    the part "year-round basis" is not a variant of "program". So, would "expand the program into a program on a year-round basis" or "expand the operational basis of the program to a year-round basis" be better?
