    Is there a difference between "are to be expected" and "are expected" ?

    Hello! ^^
    I am wondering if there is a difference between "are to be expected" and "are expected".

    Please see the sentences below.

    Does two sentences have difference meaning?

    When the speaker says "are expected" he or she means that he, she and their boss expect it. When they say "are to be expected" they mean "you just have to put up with it so shut the h*ll up or go away."
