    Is used correctly here?

Interracial relationships is/are not a big deal.

Can I say is in place of are since I'm point to interracial relationships as a whole?

    Thank you!

A better title would have been Interracial relationships is/are not a big deal.

'Thread titles should include all or part of the word/phrase being discussed.'

Another irrelevant thread title. Thread closed.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
